While Epic Games didn’t go into specifics regarding the delay — citing only “technical issues” as the reason — we imagine it has something to do with delivering the content digitally to customers. What’s funny about all this is that most figure many pieces of the DLC pack are already on the disc, and were only held back to help bolster sales of the Gears 3 Season Pass.
According to Epic, they are working around the clock to have this launch snafu corrected, and will provide further information as soon as it is available. For most this won’t be too much of a big deal, but for those who purchased the Season Pass under the assumption the first release would take place on the 1st this does cause some problems.

Sure, three new maps pale in comparison to the next DLC pack — which will feature an entirely new campaign mission, one that sees players taking on the role of Gears 1’s General Raam — and the new weapon skins have begun this generation’s version of horse armor, but the entire package was planned to keep gamers going strong in Gears amidst a handful of other highly anticipated multiplayer shooters.

If Epic can’t rectify their problems quickly, and get Horde Command out to the public quickly, they might miss out on the precise reason DLC exists: to give gamers an incentive to keep playing. Of course, the problem could very well be corrected in a timely manner, making the gamer dissatisfaction being voiced in the Epic forums seem pointless.
